To extend HIV testing to unemployed and low-income groups, Right To Care has introduced an HIV counselling and testing programme called Proudly TestedTM. It is offered at a number of sites throughout Gauteng, Mpumalanga, and Northern Cape, Eastern Cape, and Western Cape. The aim of the project is to target adolescent and youth in higher learning institutions, vulnerable populations, or indigent populations with a high HIV prevalence. To support this programme, mobile counselling and testing units have been deployed. With the success of the mobile units in providing visible HIV testing in the community, Right to Care has increased the fleet to two mobile vans. HCT Access has achieved beyond the Pepfar targets in the last reporting period (Q3 Oct 08-Jun09), having tested 51 341 people at 80 outlets. Unique to Right to Care is the development of an HIV testing data management platform, TherapyEdge-VCT. Programmed in SQL on an open-source software platform, the data system is HL-7 compliant to ensure data integration into all health information systems, to enable more efficient transfer of patient information from HIV testing to clinic care for wellness and antiretroviral therapy. In insured populations, eligibility data is transferred to the testing point before testing. Biometric consent provided by both the client and the nurse, ensure consent information is captured. HIV testing is used as an opportunity to address other related diseases, by questioning for TB symptoms, discordance, and partner HIV testing information and general wellness testing information for the employed sector. The link between HIV testing and transition to care is made by doing a CD4 test at the time of identifying an HIV-positive status. Data transfer from the HIV testing point to a central database is performed using GPRS and 3G. Once in-house, referral information can be sent to the site and call-centre operators can follow-up to ensure patients reach the referral site. |
